5 We observe the same pattern in claim rates by pay grade in the reserve components as we observe in the active components (see the previous footnote). 6 Army and Air Force Active-Component UCX Claim Rates in the Second Quarters of 2002 and 2005, by Months Prior to June 2002 and June 2005 25 Army 2002 Air Force 2002 Eligible veterans (thousands) 20 Army 2005 Air Force 2005 15 10 5 0 –20 –16 –12 –8 –4 0 Months prior to end of quarter SOURCE: RAND UCX database. 7 Reserve-Component UCX Claim Rates in the Second Quarter of 2005, by Months Prior to June 2005 and Service 20 18 Army Air Force UCX claim rate (percentage) 16 Navy Marine Corps 14 12 10 8 6 4 2 0 –20 –16 –12 –8 Months prior to June 2005 SOURCE: RAND UCX database.

1 shows how average UCX claim rates in the first two quarters of 2005 vary with length of deployment. In the Army active components, the UCX claim rate is 13 percent among veterans who were not deployed between September 11, 2001, and their date of separation. UCX claim rates jump to 24 percent for active-component Army veterans who were deployed for one to three months, but do not continue to increase for active-component veterans deployed for longer durations. UCX claim rates increase steadily with deployment duration in the Army reserve components.

Match rates were 90, 38, 62, and 81 percent in the Army, Air Force, Marine Corps, and Navy reserve components, respectively. 9 We obtain a higher match rate with the PDHA data when we define activations according to the GWOT-CF as opposed to the pay files and, since in these analyses we are examining UCX receipt only in 2005, we do not need the pay files to define eligibility for the 2002 period. The higher match rate in the GWOT-CF is to be expected, since most of those deployments are to locations with no fixed medical treatment facility.
