Thus the United Nations replaced unanimity among all members under the League with the requirement for acquiescence among the most important subset of its members – the major powers. This was designed to ensure that the major powers would be united (thought to be a necessity for concerted global action) and to make decisions for action somewhat easier than in the League. Beyond a change in the voting system to authorize peace and security action, the UN Charter included the infrastructure to carry out that action.

Peace operations are not such alternatives per se; they are not designed to be permanent solutions to conflict. Rather, peace operations are designed to create space for alternatives.
