During the period preceding the Revolution, foreigners might have been considered a necessary economic presence, greedy capitalists whose sole interest was to enrich themselves at the expense of Russia, or welcome fellow revolutionaries. Those at the left end of the political spectrum looked with favor on Westerners; after all, like-minded Germans, Englishmen, and others were valuable allies who would foment revolutions in their countries. Groups that advocated the cause of rural Russians looked less favorably on Westerners, their wars, and the world economy.

During the reign of Peter the Great, foreign know-how and technology were prized. Despite the distaste most Russians felt for the heathen foreigners, the Russian government offered foreign engineers, craftsmen, military advisors and others good salaries and the opportunity to pass their knowledge on to eager apprentices. Peter wanted Russia to participate in the commercial, diplomatic and military affairs of Europe. Learning the ways of the West was, in his view, the best way to accomplish this goal.

Environmental issues have not been effectively integrated into industrial and city planning. Safety standards can be low. Chernobyl's reactors, and others like them built in Russia, lack the extra protective shielding mandatory in many foreign countries. On a more basic level, inefficient and polluting landfill techniques still dominate trash disposal. Russia's second largest city, St. Petersburg, with a population of five million that generates thousands of tons of garbage a day, has no compacting or baling plants to compress trash, or any other high technology equipment to deal with it.
